Leeds Library Expansion and Accessibility Upgrade

Overview

JCA Consulting was appointed to provide Quantity Surveying and Project Management services for the phased expansion and modernisation of The Leeds Library, the oldest surviving membership subscription library in the UK, located within a Grade II* listed Georgian building in the heart of Leeds.

The goal was to secure the conservation and long-term viability of the historic site by expanding into the adjacent property at 15 Commercial Street. This strategic development aimed to improve accessibility, create new public-facing facilities, and allow the Library to grow its offer and income-generating potential.


Objectives

  • Enhance accessibility across all floors of the library

  • Introduce new educational, event, and engagement spaces

  • Improve operational efficiency through spatial expansion

  • Ensure compliance with heritage regulations and secure Listed Building Consent

  • Deliver a sustainable, community-focused outcome while respecting the building's historic significance


Our Role

JCA Consulting supported the project from inception through to completion across both phases. Our services included:

  • Cost planning, budget control, and procurement management

  • Programme monitoring and on-site project delivery coordination

  • Liaison with contractors, stakeholders, and heritage consultants

  • Management of approvals including Listed Building Consent

  • Oversight to ensure delivery within budget and timescales


Project Highlights

  • New Lift Installation: A modern lift was added, linking all floors to provide full accessibility for visitors with mobility challenges.

  • Structural Integration: The Library was physically connected to 15 Commercial Street at basement and first-floor levels, improving flow and use of space.

  • Public-Facing Enhancements: A new ground floor commercial unit was created and successfully let, generating long-term revenue.

  • Roof Terrace & Public Space: New rooftop spaces were introduced, including a terrace, reading area, and event space, with sustainable elements like solar panels and greenery.

  • Improved Entrances & Frontages: A second entrance was installed, blending modern design with traditional materials. The external façades of both buildings were enhanced to present a unified and coherent appearance.

  • Interior Fit-Out: The final phase delivered upgraded interiors with accessible welfare facilities, flexible events and workshop areas, and design features promoting comfort and inclusivity.


Outcome

The project was delivered on time and under budget, meeting all accessibility and heritage preservation targets. It has successfully reimagined the Leeds Library as a modern, inclusive space, ready to serve the needs of its members, visitors, and the wider community for years to come.
