The Broadway Green Infrastructure Works project formed a critical enabling phase in the wider regeneration of a major development site in Oldham. The scheme was designed to unlock land for future residential and mixed-use development by delivering essential infrastructure, including highways, drainage, utilities, and extensive earthworks.
Delivered as a joint venture between a private developer and Oldham Metropolitan Borough Council, the project required careful coordination between public and private stakeholders to ensure alignment of objectives, programme, and funding.
The works comprised the design, coordination and delivery of key infrastructure elements, including:
• Construction of approximately 800m of new spine road to serve future development plots
• Delivery of three off-site highway junctions to integrate the scheme into the existing network
• Installation of new mains utilities, including significant off-site reinforcement works
• Comprehensive drainage infrastructure to support long-term site development
• Major earthworks operations, including the movement and regrading of circa 200,000m³ of material to create developable platforms
These works were fundamental in transforming the site into a viable development opportunity, effectively “freeing up” serviced plots ready for sale and construction.
JCA Consulting was appointed to provide a multi-disciplinary service, acting as:
• Project Manager
• Quantity Surveyor
• Employer’s Agent
This integrated role enabled JCA to maintain full oversight of the project lifecycle, ensuring consistency in decision-making, cost control, and programme management.
JCA Consulting’s involvement spanned from early-stage planning through to project delivery and completion, including:
• Managing stakeholder coordination between the developer, local authority, and wider consultant team
• Overseeing procurement strategy and contractor appointment
• Administering the contract and fulfilling Employer’s Agent duties
• Providing full cost management services, including budgeting, cost reporting, and value engineering
• Monitoring programme performance and mitigating delivery risks
• Ensuring compliance with statutory requirements and technical standards
The project presented several key challenges, including the scale of earthworks, coordination of multiple utility providers, and the integration of new infrastructure into existing networks.
JCA Consulting addressed these challenges through:
• Proactive programme management to sequence earthworks and infrastructure installation efficiently
• Early engagement with utility providers to coordinate diversions and reinforcements
• Close collaboration with the local authority to secure approvals and maintain alignment with planning objectives
• Robust cost control and value engineering to maintain financial viability across a complex scope
The successful delivery of the Broadway Green Infrastructure Works has enabled the release of serviced development plots, significantly enhancing the value and marketability of the site.
The project has laid the foundation for future development, supporting economic growth and regeneration within the Oldham area.
