St Enodoc Hotel, Rock, Cornwall – Quantity Surveying

Project Overview

JCA Consulting provided Quantity Surveying services for the extensive refurbishment of St Enodoc Hotel on behalf of The Ainsworth Collection.

We joined the project at a challenging stage. The contractor was preparing to start on site, yet contract terms had not been agreed and project costs had not been fully established. Our immediate priority was therefore to protect the client's commercial interests and bring greater cost control to a fast-moving project.

Our Role

Our Quantity Surveying services included:

  • Negotiating contract terms.
  • Cost planning and budget control.
  • Reviewing and agreeing contractor valuations.
  • Assessing and negotiating variations.
  • Regular site visits and progress meetings.
  • Providing ongoing commercial advice.
  • Managing the final account.

The Brief

With works about to commence, the project needed immediate commercial structure.

Without an agreed contract or firmly established costs, managing change presented a particular challenge. In addition, the scope continued to develop as the refurbishment progressed. Our Quantity Surveyor therefore needed to establish a clear cost position while keeping pace with decisions being made on a live construction project.

Most importantly, we needed to ensure that additional and developing costs remained controlled rather than allowing expenditure to spiral as the works progressed.

Our Approach

We quickly established a clearer understanding of the scope, contractor costs and existing financial commitments. From there, we monitored expenditure closely and provided the client with practical commercial advice throughout the works.

Regular site visits played an important role. They allowed us to monitor progress, understand developing requirements and review costs against the works taking place on site.

As the scope evolved, we scrutinised additional costs rather than simply accepting them. We reviewed proposals, challenged costs where appropriate and negotiated with the contractor to reach fair and commercially sensible agreements.

At the same time, we maintained clear records and monitored the overall cost position. Consequently, the client could understand the financial implications of developing works and make informed decisions as the refurbishment progressed.

Outcome

The refurbishment was delivered with strong commercial oversight from start to finish. Throughout the project, we maintained cost control, administered the contract and managed change in a structured and transparent way.

By combining proactive Quantity Surveying with collaborative working, we helped protect the client's investment while supporting the successful delivery of a luxury hotel refurbishment.
