Citizens Advice Bureau acquired new office premises at Mitchell House in Hanley, Stoke-on-Trent. To support the delivery of essential public services. The building required a comprehensive internal fit-out to accommodate staff offices and public-facing consultation spaces.

JCA Consulting were initially appointed to undertake a Schedule of Condition in support of the client’s new lease. Following lease completion, JCA were re-instructed to provide full project management and Principal Designer services. Delivering the fit-out from early feasibility through to completion in accordance with RIBA Stages 0–7.

Work Involved

• Preparing a Schedule of Condition to protect the client’s position prior to entering into the new lease.
• Managing the project from inception to completion, acting as Project Manager throughout all RIBA stages.
• Acting as Principal Designer under both Building Regulations and CDM Regulations, ensuring full compliance.
• Developing layouts and designs for ground, first and second floor offices, balancing operational efficiency with accessibility and public use.
• Coordinating the fit-out of staff facilities including kitchen areas, WC facilities, a wellbeing room, and a mix of open-plan and enclosed offices.
• Designing and managing public-facing areas, including private interview rooms, reception spaces, public WC and shower facilities.
• Coordinating consultants, contractors, and statutory approvals to support safe, compliant delivery.
• Overseeing construction, quality control, and final sign-off to ensure the building was fit for occupation and public use.

The completed fit-out at Mitchel House has delivered a modern, accessible, and functional workspace that supports both staff operations and the needs of the visiting public. The new offices provide a welcoming and professional environment for confidential client consultations, alongside efficient and comfortable working spaces for Citizens Advice staff.
